God punished Egypt with ten plagues because the pharao refused to let Moses and his people go. The fifth plague was a series of horrible diseases that killed most of the Egyptian cattle.

The painting actually shows thunder, hail, and fire: the seventh plague. Turner, an English artist, seems to have mistitled this work.

Turner also made a number of prints about this scene, as well as an oil painting showing the tenth plague.
